Hisashi Yoshikawa

Hisashi Yoshikawa is an IETS Fellow and energy-policy specialist with more than four decades of experience across government, international organisations and academia. His expertise covers energy and climate policy, energy security, technological innovation, international energy governance, nuclear policy and energy geopolitics, with particular attention to Japan and East Asia.

Yoshikawa is a Project Professor at the Institute for Future Initiatives at the University of Tokyo. His current research examines decarbonisation, energy geopolitics, nuclear-energy policy and the contribution of energy systems to peace and sustainable development.

Previously, Yoshikawa served as Senior Advisor for Long-Term Policy at the International Energy Agency and Deputy Director of the OECD Directorate for Science, Technology and Industry. He also held senior positions in Japan’s Ministry of Economy, Trade and Industry, including Director of the Service Affairs Policy Division and Director of the Petroleum Distribution Division.

Yoshikawa received a Master in Public Policy from Harvard University’s John F. Kennedy School of Government and a Bachelor of Laws from the University of Tokyo.
